Lean Thinking and Stakeholder Theory:
process management proposal in a Federal Higher Education Institution

In the current context of the management related to the Federal Institutions of Higher Education – IFES in Brazil, with continuous challenges, difficulties in dealing with rapid changes and the demanding regulatory control over their actions, the competitiveness factor emerges in the public sector, previously common only in the private sector. Aiming at alternatives to increase the performance in complex scenarios, it becomes essential to adapt and consolidate theoretical bases for the application of incremental practices to Process Management in IFES. This research, based on Lean Thinking and Stakeholder Theory principles and tools, aimed to propose an incremental methodology for process management, as an organizational intervention within the scope of the Goiás Federal University - UFG, also a IFES, based on the evaluation of the progression process teaching function. The research method used was documentary research, field survey and field study, with collection of documentary and normative data, application of questionnaires (survey) and interviews with UFG employees, with the purpose of identifying perceptions of value in relation to the studied process. As a result, a proposal was obtained for a new methodology involving the vision by processes, indicating significant improvements in the fluidity of the process, elimination of unnecessary operations and movements, reduction of waits and creation of value for stakeholders.
